春天剛(gang)剛(gang)來(lai)臨,一個名(ming)叫“一號通(tong)(tong)”的(de)新業(ye)務在原本就不平靜的(de)國內(nei)通(tong)(tong)信界又掀(xian)起一陣波瀾。不久前(qian)傳出(chu)消(xiao)息(xi),中國電信、中國網通(tong)(tong)準備在部分地區推出(chu)“一號通(tong)(tong)”業(ye)務。此消(xiao)息(xi)一出(chu),業(ye)內(nei)一片(pian)嘩然(ran),褒(bao)貶之聲不絕于耳,贊成、質疑、褒(bao)揚(yang)、擔(dan)憂各種聲音充斥著(zhu)通(tong)(tong)信界。然(ran)而不管怎(zen)樣,“一號通(tong)(tong)”的(de)準備工(gong)作仍(reng)在悄(qiao)悄(qiao)地進行著(zhu)。
分流話務,“一號通”出絕招
所(suo)謂“一(yi)號(hao)(hao)(hao)通(tong)”就(jiu)是將一(yi)個用(yong)(yong)戶的(de)(de)(de)(de)多個電(dian)話(hua)號(hao)(hao)(hao)碼(包括(kuo)小(xiao)靈(ling)通(tong)、手機、固定(ding)(ding)(ding)電(dian)話(hua)等(deng))捆綁(bang)在一(yi)個號(hao)(hao)(hao)碼中,有的(de)(de)(de)(de)運營商準(zhun)備把它的(de)(de)(de)(de)號(hao)(hao)(hao)碼前(qian)三位定(ding)(ding)(ding)為“700”,所(suo)以(yi)又(you)(you)稱700業務。其(qi)他人只需(xu)要撥打(da)(da)該號(hao)(hao)(hao)碼,“一(yi)號(hao)(hao)(hao)通(tong)”的(de)(de)(de)(de)智能網平臺(tai)即可(ke)(ke)(ke)以(yi)把來話(hua)接到(dao)(dao)用(yong)(yong)戶指(zhi)定(ding)(ding)(ding)的(de)(de)(de)(de)電(dian)話(hua)或手機上(shang)。幾個號(hao)(hao)(hao)碼的(de)(de)(de)(de)接聽(ting)順序由用(yong)(yong)戶自(zi)行設定(ding)(ding)(ding),第(di)(di)一(yi)個號(hao)(hao)(hao)碼無應答,智能網平臺(tai)可(ke)(ke)(ke)以(yi)把來話(hua)自(zi)動轉接到(dao)(dao)第(di)(di)二個、第(di)(di)三個號(hao)(hao)(hao)碼上(shang)去。這(zhe)樣,不(bu)但(dan)打(da)(da)電(dian)話(hua)一(yi)定(ding)(ding)(ding)可(ke)(ke)(ke)以(yi)找(zhao)到(dao)(dao)被(bei)叫人,而且被(bei)叫人所(suo)使用(yong)(yong)的(de)(de)(de)(de)通(tong)信工具可(ke)(ke)(ke)以(yi)事先自(zi)己(ji)設定(ding)(ding)(ding),把最便宜(yi)的(de)(de)(de)(de)電(dian)話(hua)放到(dao)(dao)前(qian)面,既(ji)不(bu)必(bi)擔心別人找(zhao)不(bu)到(dao)(dao),又(you)(you)不(bu)必(bi)為此化冤枉錢(qian),真可(ke)(ke)(ke)以(yi)說是又(you)(you)方便又(you)(you)實惠(hui)。
業(ye)(ye)(ye)界對于(yu)“一(yi)(yi)(yi)號通(tong)(tong)”的(de)(de)推出說法頗多(duo),但(dan)有一(yi)(yi)(yi)點是(shi)得到大多(duo)數人的(de)(de)肯定(ding):“一(yi)(yi)(yi)號通(tong)(tong)”是(shi)固(gu)話(hua)運(yun)營(ying)商對于(yu)移動運(yun)營(ying)商分(fen)流固(gu)話(hua)業(ye)(ye)(ye)務(wu)(wu)(wu)的(de)(de)一(yi)(yi)(yi)種反(fan)擊,以奪回被(bei)蠶食的(de)(de)固(gu)話(hua)業(ye)(ye)(ye)務(wu)(wu)(wu)。眾所周知,在移動電(dian)話(hua)尚(shang)未普(pu)及之時,通(tong)(tong)信(xin)界是(shi)固(gu)定(ding)電(dian)話(hua)一(yi)(yi)(yi)統天下(xia)的(de)(de)局面。然而(er),隨著移動電(dian)話(hua)走入千家萬戶,原來(lai)的(de)(de)固(gu)話(hua)運(yun)營(ying)商不(bu)再高(gao)枕無憂了(le),他們(men)的(de)(de)業(ye)(ye)(ye)務(wu)(wu)(wu)量越(yue)來(lai)越(yue)多(duo)得被(bei)移動話(hua)務(wu)(wu)(wu)分(fen)走。為了(le)在通(tong)(tong)信(xin)這塊(kuai)大蛋糕上分(fen)得更多(duo)的(de)(de)份額,固(gu)話(hua)運(yun)營(ying)商不(bu)得不(bu)想出新點子、開(kai)辟新業(ye)(ye)(ye)務(wu)(wu)(wu),以更具(ju)吸(xi)引(yin)力的(de)(de)業(ye)(ye)(ye)務(wu)(wu)(wu)招攬用(yong)戶。在這種情況下(xia),“一(yi)(yi)(yi)號通(tong)(tong)”便應(ying)運(yun)而(er)生。
對(dui)于這一(yi)(yi)點,著名電(dian)信(xin)專家(jia)、北(bei)京郵電(dian)大學闞凱力教授表示積極支持(chi)。闞教授指出(chu),“一(yi)(yi)號通(tong)”有很大的市場空(kong)間,因為現在手(shou)機的通(tong)話費比(bi)市話高(gao)很多,“一(yi)(yi)號通(tong)”的用戶如(ru)果在家(jia)里或辦公室,肯定是把座(zuo)機放在前面,這樣就(jiu)可以節(jie)省開支,不(bu)(bu)(bu)化(hua)冤(yuan)枉(wang)錢(qian)(qian);出(chu)門時,來話又可以自動(dong)轉(zhuan)接到手(shou)機上,也(ye)不(bu)(bu)(bu)會因此而誤事。同時,移動(dong)電(dian)話的通(tong)話質量一(yi)(yi)般(ban)不(bu)(bu)(bu)如(ru)固(gu)定電(dian)話,“一(yi)(yi)號通(tong)”用戶在省錢(qian)(qian)的同時還可以享受(shou)比(bi)較(jiao)好的服務。
巧妙解決“號碼攜帶”難題
在論及“一號通”時,闞凱力教授給予高(gao)度評(ping)價,稱其為(wei)“中國的(de)又一創舉,解(jie)決了(le)世界通信界關于號碼攜帶(dai)的(de)一大難(nan)題”。
所(suo)(suo)謂“號(hao)(hao)碼攜(xie)帶(dai)”又(you)稱為“換機不改(gai)號(hao)(hao)”。它規定號(hao)(hao)碼的(de)所(suo)(suo)有(you)權和使(shi)用(yong)(yong)權屬于用(yong)(yong)戶(hu),用(yong)(yong)戶(hu)因為搬(ban)家或改(gai)變運(yun)營商(shang)以(yi)后,可以(yi)保留原來的(de)電話(hua)(hua)號(hao)(hao)碼不變。“號(hao)(hao)碼攜(xie)帶(dai)”解(jie)決了用(yong)(yong)戶(hu)號(hao)(hao)碼更換造成的(de)聯系不便,并(bing)由此防(fang)止運(yun)營商(shang)用(yong)(yong)號(hao)(hao)碼把用(yong)(yong)戶(hu)“鎖定”,大大提高(gao)了用(yong)(yong)戶(hu)的(de)選擇權,使(shi)運(yun)營商(shang)只有(you)通過提供物(wu)美價廉的(de)服務才能留住客戶(hu)。但(dan)是,由于目前固話(hua)(hua)和手機號(hao)(hao)碼都由運(yun)營商(shang)控制,各運(yun)營商(shang)之(zhi)間存(cun)在激烈的(de)競(jing)爭,所(suo)(suo)以(yi)他們會采取各種措施,如收取高(gao)額費(fei)用(yong)(yong)、在技術(shu)上(shang)設置障礙(ai)等(deng),阻礙(ai)消費(fei)者自(zi)由換號(hao)(hao)。
闞教授指出,“國際上(shang)十(shi)幾年前就(jiu)提出‘號碼(ma)(ma)攜(xie)帶’,然而(er)(er)由于(yu)(yu)技(ji)術(shu)復雜(za)和各個運營(ying)商(shang)的(de)自(zi)我保護,一(yi)直沒(mei)能(neng)解決,成(cheng)為一(yi)道世界難(nan)題。去年十(shi)月(yue)美國才出臺關(guan)于(yu)(yu)號碼(ma)(ma)攜(xie)帶的(de)硬(ying)性(xing)政策,但是執行(xing)起來還是困(kun)難(nan)重(zhong)重(zhong)。我國的(de)‘一(yi)號通(tong)’繞過了(le)‘號碼(ma)(ma)攜(xie)帶’的(de)技(ji)術(shu)困(kun)難(nan)和運營(ying)商(shang)壁壘,用(yong)戶在自(zi)己(ji)的(de)‘一(yi)號通(tong)’號碼(ma)(ma)下面可以(yi)任(ren)意更換號碼(ma)(ma)和它(ta)們(men)的(de)順(shun)序。這樣,不但技(ji)術(shu)上(shang)簡單易行(xing),而(er)(er)且與任(ren)何(he)運營(ying)商(shang)都無(wu)關(guan)。只要‘一(yi)號通(tong)’的(de)號碼(ma)(ma)不變(bian),無(wu)論運營(ying)商(shang)給的(de)電話號碼(ma)(ma)怎樣變(bian),都不必(bi)擔心別人(ren)找不到(dao)你(ni)。這樣就(jiu)非常巧妙的(de)解決了(le)‘號碼(ma)(ma)攜(xie)帶’的(de)問題。”
闞凱力教(jiao)授指出,“一號通”的出臺(tai)意義重大(da)(da),將有利于促進(jin)電信運營(ying)商(shang)(shang)之間的公平競爭(zheng)。“一號通”給了消費(fei)者更(geng)(geng)大(da)(da)的選擇權,各(ge)(ge)大(da)(da)運營(ying)商(shang)(shang)要(yao)想用戶(hu)將自己的號碼排在接聽順序的前面,必須以物(wu)美價(jia)廉的服務吸引(yin)用戶(hu),這樣各(ge)(ge)大(da)(da)運營(ying)商(shang)(shang)便(bian)會想方設法降低(di)資(zi)費(fei),可(ke)以促使通信市場(chang)走上更(geng)(geng)加(jia)規范健康的發展道路。
互連互通毋庸顧慮,“一號通”前景看好
記者在對“一(yi)號通(tong)”進行(xing)采訪過程中,電信(xin)(xin)方面(mian)一(yi)直保持(chi)謹(jin)慎(shen)態度,低調(diao)行(xing)事(shi)。這(zhe)(zhe)一(yi)點(dian)讓(rang)人們(men)大惑(huo)不解,一(yi)個原本應該大張(zhang)旗(qi)鼓進行(xing)宣傳(chuan)的業(ye)務電信(xin)(xin)何(he)以如(ru)此(ci)低調(diao)行(xing)事(shi)。業(ye)內(nei)人士認為(wei),這(zhe)(zhe)是因(yin)為(wei)電信(xin)(xin)方面(mian)尚有很多(duo)顧慮(lv)。
有業內人士分析,由(you)于“一號通”將會分流移(yi)動(dong)運營商的(de)部(bu)分業務(wu)(wu),電(dian)(dian)信(xin)的(de)顧慮主要是擔心(xin)移(yi)動(dong)運營商不合作,采取抵制(zhi)措施,使轉接(jie)呼叫失(shi)敗,這樣很容易導致這項業務(wu)(wu)流產(chan)。這一點有前車之鑒,廣東電(dian)(dian)信(xin)2002年底(di)推(tui)出的(de)“游子(zi)歸家”手機休息站業務(wu)(wu),攔(lan)截了(le)(le)部(bu)分移(yi)動(dong)話務(wu)(wu),引起移(yi)動(dong)和聯通的(de)不滿(man),后來遭到了(le)(le)反擊。
這個(ge)(ge)顧慮(lv)說到(dao)底還是(shi)(shi)互(hu)聯(lian)(lian)互(hu)通(tong)的(de)問題,然(ran)(ran)而闞(kan)凱力(li)教(jiao)授(shou)卻指出:互(hu)聯(lian)(lian)互(hu)通(tong)根本(ben)不成問題,電(dian)信、網通(tong)的(de)擔心(xin)完全(quan)多余。從運(yun)營商之間的(de)關系講,移(yi)動(dong)和(he)聯(lian)(lian)通(tong)在互(hu)連互(hu)通(tong)上(shang)進行阻攔也是(shi)(shi)不明(ming)智的(de)。闞(kan)教(jiao)授(shou)對這個(ge)(ge)問題作了(le)具體分析(xi):如(ru)果是(shi)(shi)“一(yi)(yi)號通(tong)”把來話(hua)轉接(jie)(jie)(jie)到(dao)手(shou)(shou)機上(shang),移(yi)動(dong)運(yun)營商如(ru)果不給接(jie)(jie)(jie)的(de)話(hua),來話(hua)將會自動(dong)轉到(dao)下一(yi)(yi)個(ge)(ge)號碼,他原本(ben)可以賺到(dao)手(shou)(shou)的(de)通(tong)話(hua)費就拱(gong)手(shou)(shou)讓人了(le),所以移(yi)動(dong)必然(ran)(ran)會接(jie)(jie)(jie)通(tong)手(shou)(shou)機。如(ru)果是(shi)(shi)用戶用手(shou)(shou)機打“一(yi)(yi)號通(tong)”,移(yi)動(dong)就更會配合,雖然(ran)(ran)他不知道用戶究竟會用哪個(ge)(ge)電(dian)話(hua)接(jie)(jie)(jie)聽,但(dan)這份呼出電(dian)話(hua)的(de)錢還是(shi)(shi)先賺到(dao)為妙(miao)。因此闞(kan)教(jiao)授(shou)認(ren)為,無論(lun)從那種情(qing)況分析(xi),移(yi)動(dong)運(yun)營商雖然(ran)(ran)對“一(yi)(yi)號通(tong)”心(xin)懷不滿,但(dan)不應該在互(hu)聯(lian)(lian)互(hu)通(tong)上(shang)進行阻攔。
專家為“一號通”支招
去年8月(yue)以來,鐵通“一(yi)號通”的不景氣讓很多人(ren)心有余悸,這大概也是(shi)電信網通低調(diao)行事的一(yi)個重要(yao)因素(su)。
闞(kan)凱(kai)力(li)把(ba)鐵(tie)(tie)(tie)通(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”不成功的(de)(de)(de)(de)(de)原因(yin)總結為(wei)四(si):第一(yi)(yi),用(yong)(yong)戶(hu)使用(yong)(yong)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”業務,是希(xi)望今后(hou)(hou)這(zhe)個號(hao)(hao)(hao)碼永遠不要變(bian),這(zhe)就(jiu)(jiu)要求“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”的(de)(de)(de)(de)(de)經營(ying)者有可(ke)信度。但是,因(yin)為(wei)種種原因(yin),鐵(tie)(tie)(tie)通(tong)(tong)(tong)在用(yong)(yong)戶(hu)中的(de)(de)(de)(de)(de)信譽不高,導致它的(de)(de)(de)(de)(de)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”也未能獲得(de)用(yong)(yong)戶(hu)的(de)(de)(de)(de)(de)充分信任。第二,鐵(tie)(tie)(tie)通(tong)(tong)(tong)對(dui)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”的(de)(de)(de)(de)(de)宣傳力(li)度不夠。連(lian)闞(kan)教(jiao)授(shou)去年都不知(zhi)道鐵(tie)(tie)(tie)通(tong)(tong)(tong)搞(gao)了(le)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”,消(xiao)費者知(zhi)道的(de)(de)(de)(de)(de)就(jiu)(jiu)更少了(le)。第三,鐵(tie)(tie)(tie)通(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”的(de)(de)(de)(de)(de)號(hao)(hao)(hao)碼未能從消(xiao)費者角度考慮,它自己給(gei)用(yong)(yong)戶(hu)分配一(yi)(yi)個八(ba)位(wei)號(hao)(hao)(hao)碼,不但用(yong)(yong)戶(hu)難記(ji)(ji),而且(qie)更難通(tong)(tong)(tong)知(zhi)自己的(de)(de)(de)(de)(de)親朋(peng)好(hao)友。如果讓用(yong)(yong)戶(hu)自己選擇有特(te)征的(de)(de)(de)(de)(de)號(hao)(hao)(hao)碼,效果就(jiu)(jiu)會好(hao)得(de)多。例如,這(zhe)樣用(yong)(yong)戶(hu)就(jiu)(jiu)可(ke)以把(ba)大(da)家(jia)都已經知(zhi)道的(de)(de)(de)(de)(de)手機號(hao)(hao)(hao)加在“700”后(hou)(hou)面,或者用(yong)(yong)生日、身份證(zheng)號(hao)(hao)(hao)、學生的(de)(de)(de)(de)(de)學號(hao)(hao)(hao)等便于記(ji)(ji)憶的(de)(de)(de)(de)(de)數字。第四(si),闞(kan)教(jiao)授(shou)認為(wei)鐵(tie)(tie)(tie)通(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”的(de)(de)(de)(de)(de)收(shou)費標準太高。“一(yi)(yi)號(hao)(hao)(hao)通(tong)(tong)(tong)”只(zhi)要建(jian)立一(yi)(yi)個號(hao)(hao)(hao)碼查詢轉換的(de)(de)(de)(de)(de)計算(suan)機平臺,并不需要太多投資,收(shou)費完全可(ke)以低(di)很多,甚至(zhi)在試用(yong)(yong)期間免(mian)費,“先(xian)嘗(chang)后(hou)(hou)買”。
闞(kan)教授(shou)認為(wei)(wei),“一(yi)(yi)(yi)號(hao)通(tong)”成功的(de)(de)(de)(de)(de)關鍵(jian)在于(yu)(yu)能(neng)否提(ti)(ti)供(gong)良好的(de)(de)(de)(de)(de)服務(wu)(wu)(wu),使用(yong)(yong)(yong)(yong)(yong)戶(hu)感覺到(dao)“一(yi)(yi)(yi)號(hao)通(tong)”為(wei)(wei)自(zi)己提(ti)(ti)供(gong)了便利和價值。例如(ru)(ru),“一(yi)(yi)(yi)號(hao)通(tong)”服務(wu)(wu)(wu)商(shang)(shang)可以開展代理(li)收(shou)費(fei)業務(wu)(wu)(wu),用(yong)(yong)(yong)(yong)(yong)一(yi)(yi)(yi)張話單包括固(gu)定(ding)電話、手機費(fei)、小靈通(tong)等,詳細標明(ming)各項費(fei)用(yong)(yong)(yong)(yong)(yong)。這樣,可以省去用(yong)(yong)(yong)(yong)(yong)戶(hu)每個月多次繳費(fei)的(de)(de)(de)(de)(de)麻(ma)煩,對于(yu)(yu)‘雙槍’或‘多槍’的(de)(de)(de)(de)(de)用(yong)(yong)(yong)(yong)(yong)戶(hu)尤其(qi)具有吸引力,“一(yi)(yi)(yi)號(hao)通(tong)”也就(jiu)可以向(xiang)運(yun)營商(shang)(shang)收(shou)取一(yi)(yi)(yi)些(xie)手續(xu)費(fei)作為(wei)(wei)收(shou)入。又例如(ru)(ru),既然用(yong)(yong)(yong)(yong)(yong)戶(hu)在‘一(yi)(yi)(yi)號(hao)通(tong)’下面可以任意改(gai)變號(hao)碼而(er)不(bu)影響使用(yong)(yong)(yong)(yong)(yong),“一(yi)(yi)(yi)號(hao)通(tong)”的(de)(de)(de)(de)(de)服務(wu)(wu)(wu)商(shang)(shang)就(jiu)可以成為(wei)(wei)各家運(yun)營商(shang)(shang)發展用(yong)(yong)(yong)(yong)(yong)戶(hu)的(de)(de)(de)(de)(de)代理(li),按照運(yun)營商(shang)(shang)的(de)(de)(de)(de)(de)促(cu)銷活(huo)動協助用(yong)(yong)(yong)(yong)(yong)戶(hu)主動“跳槽”,從中也可以收(shou)取到(dao)可觀的(de)(de)(de)(de)(de)代理(li)費(fei)。最(zui)后,在“一(yi)(yi)(yi)號(hao)通(tong)”經營者作到(dao)相當規模(mo)時,就(jiu)可以利用(yong)(yong)(yong)(yong)(yong)自(zi)己給運(yun)營商(shang)(shang)提(ti)(ti)供(gong)的(de)(de)(de)(de)(de)巨大業務(wu)(wu)(wu)量(liang),向(xiang)運(yun)營商(shang)(shang)要一(yi)(yi)(yi)個打折的(de)(de)(de)(de)(de)“業務(wu)(wu)(wu)批發價”,不(bu)但(dan)使用(yong)(yong)(yong)(yong)(yong)戶(hu)享受(shou)優惠,而(er)且可以用(yong)(yong)(yong)(yong)(yong)其(qi)中的(de)(de)(de)(de)(de)一(yi)(yi)(yi)部(bu)分(fen)差價作為(wei)(wei)自(zi)己的(de)(de)(de)(de)(de)收(shou)入。闞(kan)教授(shou)認為(wei)(wei),“一(yi)(yi)(yi)號(hao)通(tong)”的(de)(de)(de)(de)(de)最(zui)大優勢(shi)不(bu)是(shi)網絡,而(er)是(shi)用(yong)(yong)(yong)(yong)(yong)自(zi)己的(de)(de)(de)(de)(de)服務(wu)(wu)(wu)集(ji)中大量(liang)的(de)(de)(de)(de)(de)用(yong)(yong)(yong)(yong)(yong)戶(hu),使自(zi)己成為(wei)(wei)電信運(yun)營商(shang)(shang)不(bu)可缺(que)少的(de)(de)(de)(de)(de)用(yong)(yong)(yong)(yong)(yong)戶(hu)渠道和界面。“因此,只要把用(yong)(yong)(yong)(yong)(yong)戶(hu)的(de)(de)(de)(de)(de)規模(mo)做(zuo)大,‘一(yi)(yi)(yi)號(hao)通(tong)’服務(wu)(wu)(wu)向(xiang)用(yong)(yong)(yong)(yong)(yong)戶(hu)少收(shou)費(fei)甚至不(bu)收(shou)費(fei),都是(shi)完(wan)全(quan)可能(neng)的(de)(de)(de)(de)(de)。”
